Yes, Instagram has indeed changed its mechanics, and now, by default, followings and subscribers are sorted by algorithm, not chronologically. This means it's no longer possible to directly see the exact order in which someone followed them. Refreshing the list used to work, but that trick no longer works. Some people use third-party apps.
